I appreciate the desire to have a major transformation by 2015, fifty years after Lyndon Johnson dedicated the Jefferson Memorial Expansion Park. However, if we insist in constructing a “lid” over the depressed part of the highway to reach that date, I doubt that it will be temporary and the City-to-River boulevard plan will follow. I have only one word to say: “AmShak” which disgraced our city for close to 40 years as a “temporary” train station following the closing of Union Station. And despite ballyhoo, what we have now is not much better. So let’s not get fixated on having the improvements in and around the Arch done by October, 2015. Let’s do what we can wisely do and take the necessary time for environmental studies, etc. to make the boulevard concept a reality, even if it’s several years after 2015. I’ll take the “near perfect” plan over the “perfect” success of full completion in five years.
