I would add one thing: For secondary teachers, their degrees should be in their subject area, not in education. Good teachers are passionate about their subjects and convey that enthusiasm to their students. As the parent of both a private-school and a public-school kiddo, I can tell you the private school teachers were better at what they did and they did it for less money (so giving teachers more money is not necessarily the key to helping them, btw).
