The photo shown is of an oil refinery fire in Chiba (a different prefecture) following the same earthquake and Tsunami in 2011. I have to question the credibility and ethics of an article/author that aims to dramatize the truth by using such a photo.

It slows down the political process, and creates more problems for for everyone (this includes ordinary citizens).
