Why would they do that? You can’t argue that it costs too much, when the federal government is offering to pay for it.”

Where do you think the Federal government gets its money from? That’s right, the people. So yes, the fact that it costs way too much is still valid objection since the people still have to pay for it.

Basically either the citizens of your state are extorted for it, or they stick it to the people in another state. Naturally the legislators disliked both options.
