The teachers’ strike in Chicago requires immediate action.\u00a0 Regrettably, there are no simple answers.\u00a0 Mayor Rahm Emanuel wants to reduce the agreed-upon pay increase and extend the school day.\u00a0 Besides this abrogation of the terms of a previously negotiated contract, he insists on evaluating teachers based on their students\u2019 test scores.<\/p>\n

Over the past generation or so, teaching has moved from primarily an art form to a science.\u00a0 It started as there was a demand for so-called teacher accountability.\u00a0 The process was formalized during the presidency of George W. Bush and his \u201cNo Child [or was it \u2018No Test\u2019] Left Behind\u201d program.\u00a0 It has been modified, but primarily in cosmetic ways, by President Barack Obama\u2019s \u201cRace to the Top\u201d program.<\/p>\n

With the changes, a fundamental question needs to be asked.\u00a0 What is the difference between art and science?\u00a0 The answer, may be beyond anyone\u2019s pay grade.\u00a0 But it seems likely that a key difference is that real science involves measurement.\u00a0 If the measurement is to be meaningful, then it must focus on data that is real and empirical.\u00a0 It must be able to be analyzed via a controlled experiment.\u00a0 The problem in measuring teacher performance is that no two teachers are dealing with the same set of variables.\u00a0 Every child is different; the aggregate of all the children in a classroom is different.\u00a0 Some come from well-educated homes; some come from dysfunctional ones.\u00a0 Some come from homes with nutritious food and a library of books; others come from homes with little food, often of the \u201cjunk\u201d variety, and nothing to read while the television blaries with violent and pornographic programming.<\/p>\n

Urban education has been in deep trouble since our large center cities began to decline following World War II.\u00a0 When I started teaching in the city of St. Louis in 1969, I had a classroom of 40 fifth graders.\u00a0 Needless to say, I did not provide them with the type of education that they needed and deserved.\u00a0 The problems were straight-forward: there were too many students in the class, and I was inexperienced.\u00a0 As I gained more experience and moved to schools where there were 18-20 students in a class, the quality of my performance improved considerably.\u00a0 Fortunately, I did not have to worry about standardized tests and competition with other teachers.\u00a0 We all did the best we could.\u00a0 Sometimes what we did worked; sometimes it didn\u2019t, but that\u2019s the nature of an art form.\u00a0 Fortunatel,y I\u2019ve gotten generally good feedback from former students, so presumably I did a fair number of things well without an inappropriate intrusion by government and profit-driven actions by the corporate-education complex.\u00a0 I say this as someone who generally feels that the government should be more involved in our lives, particularly in providing a sound safety net.<\/p>\n

Back to the Chicago strike.\u00a0 The New York Times reported<\/a> on Tuesday, September 11, 2012,<\/p>\n

Teachers also clearly saw the strike as a protest not just of the union negotiations in Chicago but on data-driven education reform nationwide, which many perceived as being pushed by corporate interests and relying too heavily on standardized tests to measure student progress.<\/p><\/blockquote>\n

CNN reported that Chicago Teachers Union President Karen Lewis said<\/a>,<\/p>\n

\u00a0The primary disagreement appears to be teacher job security in the wake of a new program that evaluates teachers based on students’ <\/strong>standardized test scores. Chicago Teachers Union board member Jay Rehak called the idea “data-driven madness.<\/p>\n

As many as 6,000 teachers could lose their jobs under the evaluation system, according to Lewis, who called the system “unacceptable.<\/p>\n

This is no way to measure the effectiveness of an educator,” Lewis said Sunday. “Further, there are too many factors beyond our control which impact how well some students perform on standardized tests such as poverty, exposure to violence, homelessness, hunger and other social issues beyond our control.”<\/p><\/blockquote>\n

Like others, I take no pleasure in 26,000 teachers being on strike and 350,000 students scrambling for things to do during the day.\u00a0 Yet if as a society, if we want to prevent strikes by public employees, our government must treat its workers with dignity, respect, and fairness.\u00a0 Pay is good in the Chicago schools, with an average salary of over $74,000.\u00a0 But if conditions are best described as harassing, tense, and dangerous, teachers deserve some slack.\u00a0 It is difficult enough to teach five classes a day, to prepare lessons at night, an\"\"<\/a>d to grade papers.\u00a0 To add the burden of measuring students\u2019 performance on the immeasurable, it becomes too much for the teachers.\u00a0 It tells administrators absolutely nothing, and it actually causes students and teachers to cheat.<\/p>\n

It\u2019s certainly true that there are many teachers in the classrooms who are doing a disservice to students and would best find another profession.\u00a0 But test scores are not the way to make these decisions.\u00a0 We\u2019ve always had to ask teachers to leave the profession.\u00a0 For years, department heads and principals made these decisions, based in part on empirical evidence, intuition, and quite frankly gossip.\u00a0 It wasn\u2019t a perfect system, but it was better than what we have now.\u00a0 A teacher could be asked to explain material more clearly, or give less homework, and his or her fate would be determined by how well he or she did so.\u00a0 It wasn\u2019t perfect, but there was far less pressure than there is now.<\/p>\n

Like many, I look forward to the Chicago teachers\u2019 strike ending.\u00a0 But I want fairness and dignity for the teachers, values not necessarily associated with Mayor Emanuel.\u00a0 Education has become a sick culture, and the mayor is just reflecting the current norms.<\/p>\n

For this to change, it will not happen through one labor settlement.\u00a0 It will probably take a generation or two to (a) bring fresh blood into the teaching profession, teachers who are child-centered and see their profession as an art form, and (b) to dismantle the educrat bureaucracy that has created and perpetrated so many of our current problems.\u00a0 It won\u2019t be easy, but with sensitive and logical actions by teachers, students, and parents, it is within the realm of possibility.\u00a0 Let\u2019s take the short victories where we can, but keep our eye on the long-term solutions.<\/p>\n
